I think it's to stop them drinking themselves to death. Finland has a high suicide rate around winter. Norway is supposed to be worse when it comes to prices.
Always wondered why my mate got hammered all the time when we were at Uni in Sunderland, now i know. Mega cheap booze prices.

Yeah Norway is crazy, I worked at Inferno fest last year and when we checkin into the hotel it was working out at £9 per pint of premium strength lager. Boooo!
