They can be train not to be so annoying. I use a water squirter, it does the trick. I don't even have to actually squirt them with it these days, I just pick up the bottle and they run away and shut up. Also, my Dad recently brought round a parrot puppet that freaks the cats out splendidly. It makes a squawking noise which makes them hide under the bed.
